SPRINGFIELD – In response to the growing demand for student mental health support, State Senator Karina Villa is leading legislation to clarify the role of school psychologists, helping schools better meet students’ needs.
“Early intervention can mean the difference between a child leading a healthy life or struggling with their mental health in the future as an adult,” said Villa (D-West Chicago). “When mental health challenges go unaddressed, they can significantly disrupt a student’s ability to learn, grow and succeed.”
House Bill 4397 would align Illinois law with National Association of School Psychologists practice standards by updating credentialing requirements and clearly defining the scope of services that school psychologists are authorized to provide. The measure would ensure schools can fully utilize these professionals to deliver comprehensive, evidence-based support.
According to JAMA Pediatrics, more than one in seven youth ages six to 17 experience a mental health disorder each year. Suicide is the second leading cause of death among individuals ages 10 to 14, underscoring the urgent need for accessible, school-based care.
“School psychologists play a critical role in supporting students, families and educators,” said Villa. “By expanding their ability to provide evidence-based and culturally responsive services, we can better ensure every student has the support they need to succeed.”
House Bill 4397 passed the Senate Education Committee on Tuesday.
