SPRINGFIELD – In response to the growing demand for student mental health support, a new law championed by State Senator Karina Villa will clarify the role of school psychologists, helping schools better meet students’ needs.
“School psychologists are essential in creating safe and supportive learning environments for students,” said Villa (D-West Chicago). “Strengthening access to critical services and ensuring schools can make full use of providers will help connect students with the support they need and deserve.”
House Bill 4397 will align Illinois law with National Association of School Psychologists practice standards by updating credentialing requirements and clearly defining the scope of services that school psychologists are authorized to provide. The law will ensure schools can fully utilize these professionals to deliver comprehensive, evidence-based support.
According to JAMA Pediatrics, more than one in seven youth ages six to 17 experience a mental health disorder each year. Suicide is the second leading cause of death among individuals ages 10 to 14, underscoring the urgent need for accessible, school-based care.
“Strengthening school-based mental health services is an investment in students’ long-term success,” said Villa. “When we empower our behavioral health professionals, we are building healthier schools and stronger communities.”
House Bill 4397 was signed into law and takes effect Jan. 1, 2027.
