SPRINGFIELD – To provide stability in the lives of children experiencing homelessness, a new law championed by State Senator Karina Villa expands access to emergency housing assistance for students and their families.
“Providing children and their families a safe place to stay when the resources are available to do so is non-negotiable,” said Villa (D-West Chicago). “Eliminating barriers to learning, including housing insecurity, is essential to ensuring education remains accessible.”
House Bill 4137 allows school districts to provide an extended motel stay for students that are homeless or at risk of becoming homeless, providing families with critical support while they secure or maintain permanent housing.
Previously, school districts were allowed to provide families with rental or mortgage assistance and financial assistance for unpaid bills, loans or financial debts that result in a child and their family’s housing being inadequate. The law expands the assistance school districts are allowed to provide.
“No matter their family’s situation, children deserve the opportunity to learn – without disruptions to their education,” said Villa. “This law will help keep students in school and families in their community.”
House Bill 4137 was signed into law and took immediate effect.
